* Change download window title to "Wave Resource Data Download". Solar has basic and advanced option, but wave only has one option, so no need for "advanced." * Add "U.S." to west and east coast endpoint names for international audience. * Change help context ID for new topic in Help
* Wind and Wave resource APIs rate limits due to limited funding that may cause download to fail or return error, so add explanation so users know to keep trying.
