Measure Manager returns wrong measure type #4017
Description
For some reason this measure returns ModelMeasure instead of ReportingMeasure when running openstudio measure -t lib/measures. Below is a link to the line in erb that calls measureType

Tested on Mac with OpenStudio 3.0.
