Issue overview

Testing shows that UnitarySystem does not report the DX Coil Capacity Increase/Decrease Ratio from Too Low/High Flow/Capacity Ratio. This happens when UnitarySystem calls for cooling capacity before the coil is modeled. The flow/capacity is adjusted on this call and the subsequent call to the coil model uses the corrected capacity.
