Issue overview

Some EMS actuator key names in the documentation and in the source code may not match. There are 243 SetupEMSActuator calls in the source code. Needs to go through the list and confirm that all the names match. The EDD files (using the NotByUniqueKeyNames option) can be a starting point but there's no guarantee that will list all of the actuators.
