  1. Upgrade: [dependabot] - bump tar and npm (#71) 

    Removes [tar](https://github.com/isaacs/node-tar). It's no longer used
after updating ancestor dependency [npm](https://github.com/npm/cli).
These dependencies need to be updated together.
