Adding documentation for the new Win32 desktop toasts helper. Pull request for the helper code: CommunityToolkit/WindowsCommunityToolkit#2793

Note that currently the docs on sending a desktop toast tell people to copy/paste the desktop notification helper library code... once the new Toolkit NuGet package is public, we'll update the docs to tell them to use the NuGet package. That will be the only documentation on using the NuGet package (we're not going to duplicate the docs on the Windows Community Toolkit, all toast-related docs are on the Windows docs)
