Description

With the introduction of TypeScript, we'll want to also lint TypeScript based files for staged files.

Technical Details

• Add TypeScript as a dependency
• Use MetaMask's TypeScript ESLint standard

Acceptance Criteria

• Ensure commit flow still works as usual (JS based files should still lint correctly)
• TypeScript should be enabled
• TS files should get linted when staged
