Describe the bug
When Arbitrum is not enabled, user get an error that prevent them from trading perps, but this error doesn't give any insights on how to fix it.
Fix is already merged in 7.73 but needs to be CPed in 7.72: over the last 7 days only, we had >575 users prevented from trading perps because of this error (out of a total of 2K perp traders last 7d)
Expected behavior
Arbitrum is added as enabled network when user enter the perp UX
