Describe the bug

The mobile app feature flags are not being displayed consistently leading to an appearance and disappearance of features.

There are a number of possible root causes:

• API Failure rate is high
• API Request times are high
• A retry mechanism could be put into place in base controller logic: app/core/Engine/controllers/remote-feature-flag-controller/utils.ts

Expected behavior

Features are not dynamic during a user session

Steps to reproduce

1. Open the app with a slow connection or add a log statement to fail feature flag fetch 1x
2. See feature disappear and reappear
