Reverts #9612 and #9629
There are some issues to resolve with these designs before they are shipped to prod. They hide the metamask rate below the scroll in popup mode. Meanwhile, there are some outstanding questions for us to resolve with the savings designs that may end up having a broader impact on these designs. Reverting for now until we are ready to merge.
