Bug explanation

Credit to @database64128 for discovering this. After a bunch of talk back and forth in his initial PR (#3931), we have landed on another approach at fixing it. So, for documentation purposes, I am creating this issue, and will associate a PR to it shortly.

When a TextBox is multi-line and does not wrap the text, the horizontal scroll bar is oddly placed.

Ideally it should be placed at the bottom of the TextBox.
