Hi! I'm sorry but I found an error for accepting $id_or_email parameter other than user id, email or comment object.
Type check part was copied from
get_avatar_datafunction.https://github.com/WordPress/WordPress/blob/4.9.8/wp-includes/link-template.php#L3883
I also added validation for $url param to avoid conflicting with other avatar plugins.
