This PR contains the explanations about how to update Chips prior to block 6874120, around 3rd Sep.
Update is mandatory ; notaries not updated will end up on a fork.
Since notaries are waiting for an official confirmation from KMD Team, maybe we can postpone the HF of few days to ensure that most of notaries did update prior to the 3 September. If you want to postpone the HF of few days, please do not merge yet this PR.
