spirv-fuzz: FlattenConditionalBranch does not handle OpPhi to Select properly when condition can branch straight to convergence block #3948
Description
When the conditional being flattened can branch straight to the convergence block, the ids consumed by an OpPhi can appear in the wrong order when the OpPhi is turned into an OpSelect.
