Now we have TestImages and Images based on Julia v1.3. I have created a new branch
v0.23so as to cherry-pick potential PRs for compat and bug fixes.I also added a backport CI so that maintainers can label the needed PR with
backport-v0.23label, an automated backport PR will be opened then. (See JuliaImages/TestImages.jl#115 for an example)
