Background
Channel payouts are coming in Ephesus, and the workflow for correctly administering and verifying such payouts is non-trivial at this time, involving the use of multiple tools and standards.
Proposal
A simple tutorial which explains how different actors in this payout workflow play their part, which covers both making and verifying a payout proposal, end-to-end. Should explain how each action and piece of information hangs together, and also how to do a payout in an orderly way without breaking or disturbing an existing payout commitment.
While it would be nice to have in the handbook, I suspect this will be very much an evolving process, so perhaps writing something for the community notion would be better, so they can keep pushing it forward without the editorial oversight of the handbook.
