Closes #12269

I added tooltips for the "User-specific file directory" and "LaTeX file directory" fields in the library properties window to improve usability, and I created the UserandHost record. These changes address issue #12269 and enhance user guidance.

Steps to test

• Start JabRef with Launcher
• Add Example Library > Library Properties
• Hover over User-specific file directory and LaTeX file directory

Mandatory checks

• I own the copyright of the code submitted and I license it under the MIT license
• Change in CHANGELOG.md described in a way that is understandable for the average user (if change is visible to the user)
• Tests created for changes (if applicable)
• Manually tested changed features in running JabRef (always required)
