This PR adds documentation to the base
ABEncMultiAuth, for ABE schemes supporting multiple authorities. Futhermore, the implementations of two schemes (dabe_aw11andmaabe_rw15) are updated to better follow this 'interface', anddabe_aw11is moved to theabencdirectory.
