What does this PR do?
This change adds this to more sanely track this and additionally adds more tests, gh action hooks to run them, as well as a makefile for reproducing locally. On another note I removed some no longer necessary stub files for existing sections, removed some duplicated logic loading file content from two paths (txt & md).
How did you test this?
I have additional testing included here, however this is very foundational to the project and difficult to test due to its nature.
