Adds a diagnostic CLI that can be ran against directories, files or recursively against directories for displaying warnings/errors adds additional unit tests and functional tests leveraging the CI to validate regressions do not occur on changes. This follows standard exit code with 0 for warnings only, 1 for errors found in file(s).
