I check in development (next v1.6.3) and is not reproductible in my case (smtp pw field always empty).
The smtp password change (in db) only when this field is filled.

Idea:

Verify when change settings if smtp_password is auto filled

In this case (Maybe solve your auto filled)
Modify

                                    value="<?php echo $this->crypt->decode(get_setting('settings[smtp_password]')); ?>">

                                    value="">

in application/modules/settings/views/partial_settings_email.php line 116

If not solved, need more of your environment (Browser version, PHP version, Server version, database version, OS)

I found an error when use " character.
With &é"'(-è_çà) pw, show only &é in field.

But i need change

                                    value="<?php echo $this->crypt->decode(get_setting('settings[smtp_password]')); ?>">

                                    value="<?php echo $this->crypt->decode(get_setting('smtp_password')); ?>">

In partial_settings_email.php (same line)
For display pw in field.

I think KISS, just remove the value and add autocomplete="new-password" attribute
like this

                                    name="settings[smtp_password]" autocomplete="new-password"
                                    value="">
