This should be done after #545.

The permission API deviates from the other APIs in Cloud v2, we should:

• Generate Permission (PermissionImpl) using immutables and stop exposing it as API.
• Add static factory methods to CommandPermission that create instances of PermissionImpl, OrPermission, AndPermission and PredicatePermission.
