Fixed a few of the issues found last night on a stream;

  • the doggo more reliably keeps up with you
  • only cause the dog to "fly" in extreme situations (when they are stuck)
  • persist to save file (it was already on the saveContext, just not actually being read/write from the file)
  • Fix issue where dog would sometimes run infinitely into the distance

i know the build is green but it's from a while ago, added merge conflicts label to this because it has CVar_GetS32 still (needs to be updated to CVarGetInteger)
