Adjust the behaviour of capybara-screenshot / GitHub CI to preserve the screenshots as a build artifact. This change adds a step to the `ci-features.yml` workflow to upload the `tmp/screenshots` directory as a build artifact on failure. This will help with debugging failing feature tests.
