I missed something in #763 & #775, cause --configuration-cache flag hadn't been applied for all plugin tests, will fix them later.

@johnrengelman removal of ConfigureShadowRelocation task is a breaking change. Next time there is a breaking change, please consider adhering to semantic versioning when releasing it. Thank you!
