Bug Description

Broken by #827 after we disabled masking on the background which also disabled the drop target listener

Expected Behaviour

Dropping an image on the background should set the background to that image.

Steps to Reproduce

1. Drag and drop an image from the media library to the canvas
2. Drop targets are not visible and it's not possible to drop the image into the background
