Bug Description

When you have too many layers display in the default list of 6 visible, the whole design panel scrolls instead of just the layer panel.

Expected Behaviour

Only the layer panel should scroll internally, not the whole design panel.

Steps to Reproduce

1. Add 6+ layers
2. Use mouse wheel or similar too scroll layer panel
3. See that the whole design panel scrolls, not just layer panel
