Bug Description

Try dragging an element, the layer panel must scroll up/down.

Expected Behaviour

The layer panel should auto scroll when the pointer is dragged to the top/bottom.

Steps to Reproduce

1. Create lots of elements.
2. Scroll to the bottom
3. Select the last element before "background layer"
4. Drag the element to the top
5. Once the pointer is near the top of the top, the layer panel should scroll to reveal more elements at the top.
