This PR enhances Cluster Toolkit Telemetry by capturing the command-line flags provided during CLI commands. Now we can track which flags were explicitly set by the user, providing better visibility into how the tool is being utilized.

Changes:

  • Telemetry Enhancement: Added functionality to collect and report command-line flags used during execution as part of the telemetry metadata.
  • New Helper Function: Introduced getCmdFlags to extract and format active flags from the cobra command.
  • Test Coverage: Updated existing tests and added new test cases to verify the correct collection of command-line flags.

KINDLY NOTE THAT TELEMETRY DATA IS NOT BEING COLLECTED YET.
