Replaced the standard Ansible package module with a raw shell script to ensure FIO is installed across different operating systems more reliably.

Code Review

This pull request introduces a _TEST_PREFIX substitution variable in the slurm-rapid-storage build configuration and updates the fio installation logic in the test validation playbook. The use of ansible.builtin.raw for package installation is discouraged as it bypasses Ansible's native idempotency and error handling; it is recommended to revert to the ansible.builtin.package module to maintain idiomatic and predictable playbook behavior.
