This PR updates the terraform provider version to >= 6.9.0, <= 7.21.0

Code Review

This pull request updates the version constraint for the hashicorp/google and hashicorp/google-beta Terraform providers across the codebase. The changes are correct and consistently applied to the Go source files and corresponding test data. I've added a couple of suggestions to improve maintainability by extracting the repeated version string into a constant, which will make future updates easier.
