The PBS Pro modules are only installable on CentOS 7 which has long been EOL and unsupported. The solution depends on Ansible, for which we recently dropped CentOS 7 in GoogleCloudPlatform#4138. Users who want PBS Pro on supported Linux distributions are encouraged to submit a feature request at: https://github.com/GoogleCloudPlatform/cluster-toolkit/discussions
