Add webmcp smoketests
This PR also add Chrome flags as a test runner options. This is to allow WebMCP tests to pass the WebMCPTesting feature flag, without which these audits are N/A. We don't want to turn on WebMCPTesting by default yet because we don't want to turn on WebMCP audits just yet for every agentic browsing run.
