What happened?

isv-Latn and isv-Cyrl are not regarded as a valid language codes.

To address the issue, I have filed an issue with axe-core, which has since patched valid-langs.js to include the latest languages. See:
dequelabs/axe-core#4963

However since lighthouse cloned valid-langs.js from axe-core, the clone needs to be updated to match the latest changes in the updated original valid-langs.js from axe-core.

What did you expect?

For isv to be accepted as a valid language code.
