update fastdataprep

add gtf option to fastdataprep

To do: Need to figure out a way of adding the ensembl argument without changing the Consumer class at helper.py

from "p_overlap, list_cdf_at_intersections = stats.calc_prob_overlapping(mu, sigma2)" in io.py

the eventalign.need file is the combination of the eventalign.index and the eventalign.combine file
can rename eventalign.need later

-also getting rid of eventalign.log for now
-need to optimize the generation of eventalign.index

-pandas.to_string in the previous commit is really slow
