Move remote dataset documentation out of the GMT repository #5867

Description of the desired feature

Currently, the source code for building the remote datasets and GMT are separate but the documentation for the remote datasets exists inside the GMT repository. Therefore, any dataset updates must be timed with GMT releases for users to access the documentation through the 'latest' option, without needing to go to the 'dev' docs. This feature request is separate the documentation for the remote dataset technical information, gshhg, and dcw from the GMT repository so that releases can occur asynchronously. The information about using the remote datasets (e.g., usage, controlling the process) would stay in the main gmt repository.

The main drawback is that links to the technical information about these datasets using the 'latest' option would need to be updated.
