`&` was missing at the end of COMMOD chain param and VRSC is not being run in primary Notary Node and doesn't have `komodod` anymore in their codebase.
Added `&` for COMMOD and commented out VRSC
* Fix data samples to check baton address in mempool * Fix duplicate entries in SetCCtxids.
