[Bug] Label configure dropdowns (normal view, left navigation) and sharing feature in the top line have a useless option in anonymous view #8001

Describe the bug
After clicking you get sent to a 403 page
due to: #7768

but not due to the above PR
To Reproduce
- Make a label
- Turn on anonymous viewing
- Logout
- Click "Manage" in one of the configure dropdowns
- Get sent to a 403 page
