ROOT 6.26 finally officially deprecated Proof. So let's allow to disable all code releated to Proof.
Most CI builds (except the "rolling" one) will still build it, so that it isn't broken by accident.

Proof got deprecated by ROOT finally, officially in 6.26. So we can deprecate our related code as well.
