Description of the problem

CP throws a 404 error on save, when creating a new Role Group with no member roles selected.

How To Reproduce
Steps to reproduce the behavior:

1. Go to Dashboard > Roles
2. Click 'NEW' blue button next to Role Groups, to create a new Role Group
3. Add a name for the group
4. Click Save and Close
