• src/core/esriLoader.js and test/unit/core/esriLoader.spec.js default to 3.17compact
• docs site index.html to 3.17compact
• update README
  • quick start code
  • leave dependencies table alone (3.15 is minimum at v1.1 to support vector tile layer)
• update CHANGELOG
• decide if any new test/sample pages should be created
• might need to update all docs site (and test page) <a> links pointing back to JSAPI v3.x samples to the new URLs that include the proper JSAPI version
