When Now that #638 gets is merged, pay will now feed back routing failures to the routing algorithm, so that future getroute and pay commands will try alternative routes. However, pay will not retry.

I propose that pay should retry, provided it can get a route where it pays no higher than 0.5% in fees total (overrideable by the caller).
