Summary

  • add a downstream policy pack how-to with default, strict, and reviewer presets
  • update CI recipes and README/start-here examples to use --expect-profile with --policy strict
  • add reviewer checklist language for metadata-only bundle audit handoffs
  • mark downstream-policy-docs done and lane closeout ready
