Summary

  • add USELESSKEY-SPEC-0020 for downstream policy pack boundaries and presets
  • define default, strict, and
    eviewer as small built-in policy shapes, not a broad DSL
  • document allowed future controls: �udit-bundle --expect-profile and --policy strict
  • wire SPEC-0020 into the spec index, usability plan, and active goal

Boundaries

  • spec-only; no CLI implementation in this PR
  • no release prep, version bump, tag, or publish
  • no new contract packs, provider compatibility claims, production security claims, scanner-policy bypass claims, broad policy DSL, or installed CLI execution of xtask/claim-ledger commands
