P2 Badge Define the v0.9.1 changelog link target

Adding this bracketed release heading creates a Keep-a-Changelog reference, but the footer still only defines [Unreleased] as v0.9.0...HEAD and [0.9.0]; there is no [0.9.1] compare link. In the release-prep context this leaves the new release entry unlinked and will make the Unreleased comparison start from the wrong tag after v0.9.1 is cut unless the footer is updated alongside this section.
