Summary:

  • add plans/reconcile/implementation-plan.md with the Reconcile implementation PR sequence
  • switch .shipper-meta/goals/active.toml to the first executable Reconcile work item
  • keep support tiers and runtime behavior unchanged

Validation:

  • python TOML parse for .shipper-meta/goals/active.toml
  • cargo xtask check-doc-contracts --mode advisory
  • cargo xtask policy-report
  • cargo xtask check-file-policy --mode blocking-allowlist
  • cargo fmt --all -- --check
  • git diff --cached --check

Non-goals:

  • no publish-engine behavior change
  • no support-tier promotion
  • no README/product claim promotion
