Describe the issue in detail and how to reproduce it:

Since it involves the Traditional Chinese keyboard, partially related to #2656 and #2522

When manually setting the encoding of a game to Traditional Chinese (950) in the RPG_RT.ini, the game will not use the Traditional Chinese keyboard and instead will use the default keyboard.

Note that setting the code language to zh_TW for a translation, using the command line --encoding 950 or relying on the autodetection setting the game to Traditional Chinese (by playing a Traditional Chinese game, you can test with the Traditional Chinese translation of Buried Barry that you can find in issue #2656 ) are not affected and will use the intended Traditional Chinese layout.
