Android: Add RTP menu item which tells the user if and which RTP is installed #1845

@Ghabry

Description

@Ghabry

The RTP namespace provides now detection the RTP type, we could reuse this feature in the Android Ui. (maybe even in the generic game browser):

Probably not extremely useful because users don't read but there should be in the drawer of the Game Browser a new option "Runtime Package (RTP)" which shows:

Runtime Package (RTP)
The RTP is a shared collection of graphics and sounds that must be manually installed.

RTP install status: (three cases: Installed (y), Partially installed /!\, Not installed (X))
2000: Installed (Official Japanese)
2003: Partially /!\ (Official English, 350 out of 360 files found)

[The RTP is properly installed :)]
