To build the windows installer as part of the github actions, we need to generate the .iss config file and invoke the iscc installer builder with that file in the Package-Windows.ps1 file. These steps are not part of the plugin-template, so were added using the instructions provided here: https://github.com/obsproject/obs-plugintemplate/wiki/Create-an-InnoSetup-Installer

@BitRate27 can you test on your Repo by tagging your commit and checking if this trigger the actions as exepected ?

Since my repo is forked, it doesn't inherit the actions from DistroAV. Do you know of another way to test on my repo?
