Add `LastUpdateCheck` & `MinAutoUpdateCheckIntervalSeconds` logic.
Add `--obs-ndi-update-last-check-ignore` command-line arg.
Not so little changes to:
1. User-Agent change to add
1. OBS Version
2. NDI Version
3. OS Version
4. CPU Arch
2. remove `GET` option (used only for dev mode)
3. always use `POST` option
4. post body `{config:{autoCheck:bool},request:{autoCheck:bool}}`
